Bug or "feature"?

Playing ruthless, have received one Kirac mission very early, and have since run 142 maps (at least since counting) and have not received any. I have accumulated a couple of Scouting Reports but am unable to use them since I have no missions.
There must be *some* mission generation on ruthless, since there are a few nodes which offer modest chances to improve getting some, but is there some other hidden calculation which prevents Kirac from generating?
(I have specced into "Trial of Glory" since I have still found zero Trials of Ascendancy and am waiting to get a fourth ascendancy, and am sort of unwilling to spec out of it until I try at least one lab, so I do not have ALL kirac specced, and am stuck at T7 maps.)
