Need help with a build

So, for whatever reason I've never taken a Templar to endgame before. Decided to change that and looked into a few builds. Been trying to make this one

I like the survivability the build has and I've already got 80% of the gear for it, but one thing I want to know before I do something stupid and brick the build, is cyclone required for the build to function, or could it be built around another skill using the same gear? Like, is cyclone just there as a movement skill or is it required for damage? Biggest thing for me is that my main in d4 has been whirlwind barb most seasons so I'm kinda tired of a spin to win play style. I don't really care about speeding through maps at 1000mph, just mainly looking for tankiness and enough damage to handle endgame content. I don't wanna switch gear since I've already put in a lot of time and a few div getting this far, so if it's not possible, I'll still be fine with cyclone
