Can't activate COS with Comet/EoW (and possibly others)

It just doesn't let me activate it. I've tried everything. The only solution I could think of is maybe some gems now add spirit cost to the Cast gems and it just doesn't display, but even then. COS is 60 and I have 100, so surely atleast EoW would work??? Arc and Flame Wall work.
