Trail of Corruption has me quest locked and cant proceed. "Cruelty"

I have done all quests in act 2 Cruelty up to this, I have the horn of vishiri and it says to use the desert map to travel to the gates to blow the horn.

I did this the first play through and was easy. When i use the map there is no way point like before that takes me to the new caravan thats in the sandstorm where i then proceed to the top of the caravan and talk to the quest person to then blow the horn..

I cant pay the game anymore and this is really annoying. does anyone know a resolve for this bug?
