Command skill death storm not working

Have the skeletal mage equipped, command skill equipped, sufficient mana but the skill is grayed out on the bar and using the button it's bound to does nothing.

Tried restarting client taking gem off and on nothing seems to work.

Command skill for the arsonists works fine.

Still not working..........

Update: command skill works when infernal hellhound(infernalist ascend pet) is not active but becomes greyed out again when you reactive it
