shield charge wont go off untill requiping shield

shield charge wont go off even if spamming it untill i requip shield. i feel like this equip happens with other skills as well and i just feel like a robot running or standing still instead of using ability. I use shield on weapon swap.

Started happening to me in the Grelwood. The character is not swapping weapons and using the ability. Re-equipping the shield fixes it.

I noticed that if you zone anywhere it seems to fix it.
