I have that same question.. Comet does damage, but it's too hard to land on teleporting/leaping enemies.
Eye of Winter doesn't do enough damage. We need to invest a LOT of passives into survivability because we likely have no armour and no evasion. Our freeze ailment also does no damage by itself and doesn't work great in groups at all.. |

Meta in EA is not outplay game. Scour internet for info on what is outlier OP is too easy, everyone can do this, not special. GGG is baiting you to do this, you are working for them to balance game, and content creators get their ad revenue. Meta is outplay GGG, you need a build very few know about or come up with yourself and have no financial incentive to share, so your overperformance is neglected by their monitoring tools. |

" CoF is not some OP build you need to follow a guide for, many players have figured out on their own that it was a build enabler. Having to 5head a build to remain "safe" require PoE knowledge that most people don't have and require currency most people don't have. |

I don't know current meta so from my own personal experience, CoF is still fine as passive extra damage. When it becomes primary enabler, you are venturing into potentially dangerous territory.
If you can't 5head just play what GGG playtested by following recommended skills. It's already balanced so it can't get nerfed. But some people are not satisfied unless they are ahead of everyone else, so this is not fun for them. If you want to overperform through untested interactions, you risk losing all your progress at an undetermined date - which is when it becomes too popular. Playing popular builds is the most currency-dependent thing in ARPG trading economy because everyone wants same affixes/key uniques.
