Why does Witch need strength for weapons?

For a class that is strictly Intelligence why do scepters need some strength. Defeats the purpose of a high intelligence build when I have to sink some strength for a weapon. GGG please explain why strength is needed for higher level scepters

One reason is that sceptre is not strictly witch item.
And sceptees are heavy.

Still Witch uses it the most and because "it's heavy" is not a good excuse. Basically GGG doesn't want people being pure builds. It doesn't make sense for a INT weapon to require STR. That would be like giving a Warrior a INT weapon when he doesn't use INT

Warrior can use int weapon and maby some clever bugger builds awesome build like that.
This game is not restrictive that way.
You just got to balance around that because thats how this game is balanced.
Its not like GGG ggg has some malicious intent there.
