POE 2 Ignite + Chaos Bug

I'm trying to create a build using ignite as caos damage, but it seens it's bugged, and not working properly.

DE should shoot on everyone that are ignited, because the ring make they take ignite as chaos damage

Probably not.
If I understood Mark correctly, the base ability must have Chaos Damage over time in order for Dark Effigy to trigger.

Since you are converting damage to chaos damage, it won't trigger Dark Effigy.

Nothing that ignites will delve as dealing chaos damage/replace fire with chaos damage after you equip the blackflame ring.

I question whether the ring is actually converting ignite to chaos damage in the first place.

Conversion does affect the damage you "deal", but it won't help what you're trying to do.

First of all, this would probably prevent you from igniting at all. IIRC people have been reporting not being able to Ignite with Radiant Gaze and Blueflame Bracers (which converts Fire damage to Cold), so I don't think you'd be able to Ignite unless you can Ignite with Chaos damage.

Even then, Ignite would still only deal Fire Damage over Time. If you look at the in-game explanation for Damage Conversion, the last sentence is "Damage over Time cannot be converted". Even if you convert Fire damage to Chaos and Ignite with Chaos damage, the Ignite would still deal Fire Damage over Time.
