Volcanic Skin doesn't award the 20% fire resistance

Hi, the very top row talent for sorc/witch of the fire nodes "Volcanic skin" isn't awarding me the 20% fire resist in my character screen.

I don't know if it is only bugged in character screen and it just doesn't change the number for fire res. Or if it is bugged entirely and doesn't award it at all.

Also seeing this issue.
