Can´t get in Act3 - NPC is not there to talk

I finished the final boss in Act2. But can´t find and talk with the NPC thats looks like a Nazgul to get in Act3. I restart the game and changed other server, but nothing happend. NPC is not there to talk. Is this issue knowing?

The Hooded Figure is in an area to the side of the caravan, so you have to walk to the left side and down a ramp on the opposite side from where the waypoint is.
This should let you walk off the caravan onto the ground and beyond that is a large temple where you can find him.
