More skill points early on?

Just FYI so far I'm absolutely loving PoE2, definitely will benefit from player feedback though. I took a warrior through Act 2 and found myself struggling with the tree, everything I wanted just seemed out of reach but I couldn't really give up anything I'd picked up before.
This got me thinking, am I used to how many free skill points we get from quests in PoE1? I'm about even level-wise with the zones I'm in, but it just feels like I should have a few more skill points at this point in the game. I think if I had received 2-3 more skill points from quests in the first two acts I would feel much more capable of progressing.
I don't know if there will be skill points as rewards in the upcoming acts 4-6, but if so maybe those could be moved into the first 3 acts?

I realize there are the new weapons skill points, but as those require a skill point to use I don't think they're really the same as actual skill points. Maybe I'm misunderstanding how they work and I should have 8 more passive points on my skill tree that I'm currently not using.
