Does PoE 2 change how block chance stack?
Does PoE 2 change how block chance stack? I have taken hulking form passive that increase small block chance passive from 5% to 7% but on unspeccing and taking it again it gives only 2% from 54% to 56%. In PoE 1 i should have 75% chance to block. 37% from shield 4x7% small and 2x12% notables. Its a bug or PoE 2 change?

As far as I can tell it would seem that the tree nodes instead of being additive to your block is now multiplicative. Experiencing the same thing, it'd be far too easy to reach block cap if it was additive though so it's understandable. I for example have a 40% block shield, adding a jewel with 7% block increases my total block by 3%. 40*1.07=42,8 , 43 if rounded up. (Do note that I have multiple of these jewels and can't say for sure that it's rounding up or down at the very moment, but without getting into that it makes sense.

In PoE2, the skill tree provides "x% increased Block chance". So yes, it works as increased modifiers. In PoE1 common sources of block give "+# Chance to Block ...", they add flat values (stack additively).
