How to upgrade quality of Life Remnants ascendency

pressing alt and hovering over the skill in the skills menu shows quality attribute.

but when I right click the gemcutter's prism and hover over the Life Remanants skill or the + sign I don't have an option to click it to upgrade the quality of Life Remanants.

How do I upgrade the quality of Life Remnants ascendency?
