Hideouts...

I know peeps have seen one. I want to know why we can not have hideouts earlier in-game. I prob. will not see one cause I can not for the love of me even make it to act 3 in this game with the class I want to play. Guess they are map based only now(END GAME CONTENT)? Or you can get from shop instantly?
