Leap slam does not proc devastate when heavy stunning

I have the same issue.
I also tried to use the passive that breaks 50% if armor, and it did not work with leap slam. I couldn't seem to get devastate to work with any skill |

I have theory that leap slam consumes fully broken armour for bigger stun build up. Which is useless.

nope tested with splinter support gem and there was no armor break.
