Do console players get more skills?

I see videos of console players with way more slots on their action bar than I have. And when I look in my settings for keybinds it does show I can have 13 skills. What the heck is that all about?

Hold Ctrl and it will show you're secondary action bar. These skills can be used by holding ctrl + the normal hotkey for the slot.

" Ahh I see. Shame I can't show the whole bar like console can. I just keybound all those skills to different keys so I don't have to press ctrl as it's very hard to do with WASD controls. |
