Chance to hit within 2M

Sorry if it seems like a stupid question, but in the Skills screen for the chance to hit it says "estimated main hand chance to hit within 2M". Can somebody explain the last part of the sentence "within 2M"?

I'm asking because I'm playing melee and am under the impression that i'm not hitting the titan of Act 2 that much and would like to be certain if I have an accuracy problem (got 211, and no idea if it's OK or not) or if it's something else.

I do not know the answer to this question and have not found it anywhere after a good amount of research. Hoping commenting on this will bring this post back up so someone can answer!

"Within 2 meters." There's a penalty to accuracy that scales with distance against enemies further than that(no idea what the specific numbers are).
