Can't start PoE2 - Exception: Failed to initialise

I havent been able to start the game yet, and been trying to troubleshoot this issue for 2 days now.

As I start PoE2 via steam i get this message

Im using Windows 11
And my hardware isn't outdated

I've tried swapping out config settings from D11 to D12 to Vulkan
I've tried windows 11 23/h2 and 24/h2
I've tried reinstalling the game twice
I've tried resetting my graphics drive to an older version and a newer version
I've tried a youtube guide, following all of the steps https://www.youtube.com/watch?v=NlGDG7ueoT0
Including trying compatibility mode windows 7 and windows 8
I've tried moving the game to another SSD and reinstalled in on another SSD



I still get the error message above

Anyone out there who knows what my issue is?

Use packcheck.exe file next to poe.exe file to repair.

Where are you finding the 2 .exe files, I've searched my poe2 folder for both an nothing is there

I can't find the packcheck either, there is nothing named that in the folder.

Did any of you manage to resolve this error? I've been trying all day and I can't fix it.
