Frozen Vortex Support Gem - Not Available to Craft = HELP!

I am a level 14 Sorceress and I'm trying to craft this support gem with a level 1 uncut support gem. In the list of level 1 support spells, Frozen Vortex does not appear with the "all gems" filter clicked. I've checked everywhere and can't find a way to craft this support gem.

Either this is a bug, it's not a skill that is released yet, it's been re-named, or I'm missing something.

Could someone please test to see if this support skill is available to them and report back?

Please advise.
