D3D12 Texture crash and Vulkan problem in PoE2

I'm using a 7600X and 4060 with 32GB CL38 DDR5 RAM all running on a RM650 PSU, all bought in August. All my drivers are up to date, including BIOS, chipset etc. I am playing through Steam.

I am trying to enjoy the game but every hour or so I get the crash saying "D3D12 Failed to create resource for texture[]"

Every time this happens I can hear game audio just fine until a point at which the client stops responding and if I hit Esc those sounds cut off immediately. I then get a game crash.

I have looked online and it is recommended to use Vulkan. I cannot. Every time I even chose Vulkan, game instantly crashed, no error message. Somehow it started working but it now drops my framerates by at least 30 fps. Dx12 is 100-110+ while Vulkan is 70 barely. DLSS makes no difference somehow.

Possible solution for game FREEZES and system reboots:
1) Update latest chipset drivers and BIOS for your motherboard. (be very careful with BIOS update watch guides or use help of experienced tech guys)
2) In BIOS settings DISABLE for ASUS-"Multicore enhancement", for MSI "Enhanced Turbo", for GIGABYTE "Tweaker tab, Enhanced Multi-Core Performance".
3) Clear AMD/Nvidia shader cache. (just google it)
4) DISABLE dynamic culling in game options.
5) Turn off Nvidia Reflex in game options.
6) CLOSE all your browsers and their processes in your system before playing the game.

Why is this happening nonstop???

I solved the problem with:

FPS & Background FPS: UNCAPPED.
I crash about every hour on the dot as well when using directX 12.

I dont crash if using vulcan but it is much more laggy with vulcan and super smooth with directx12.

I get the poe 2 failed to create resource texture error as well.
