Stand alone pre download.

I'm reading that POE2 can be predownloaded. Even GGG said this will happen.
Considering my lower than average download speed and the anticipated size it would be very helpful for me.
So is it going to happen or do we have to wait till game start and server meltdowns?
This is for stand alone - not Steam.

is it still that way that your brothers in nz have tcp sheep bringing the packets from town to town?
last i herd is that they now have udp sheep, which don't have to travel back to the origin to verify that they delivered the packet.
