Is that true that some active skills are locked behind specific class? (poe 2)

Hey, quick question,
I've seen here https://poe2db.tw/us/Skill_Gems that most of the active skill gems are kinda locked behind classes. I deducted it from desc on gems e.g. Ball lightning - tier 11 (Sorceress). Does it mean that only sorceress can use Ball lightning and etc.? I was pretty sure this wasn't the case until now.

Every class can use every skill gem in PoE 2.

It mentions tier 11 sorc because that's the source of the numbers for ball lightning on poe2db.

Some spells are weapon specific, so you need to wear a mace or staff for example. But in general you can use any skill with your witch or merc
