Add options to diable MTX sounds

As the title says. The experience will be very bad for players (especially new ones) in PoE 2. It ruins everything for those who would like enjoy the story, listen to dialogs, etc.

Good lord, I hope they bothered to add a check to disable mtx noise while in a town cutscene or talking to an npc.

Or better yet let us disable it. If I didn't think I'd flag my pc for anticheat I would replace their sound files with nothing.

Goblin troupe isn't the worst offender, but I know of several people who quit forever because of that sting every 5 seconds while listening to quest npcs.
