Empty production_Config.ini and error message on openSUSE Tumbleweed

the error message vk::PhysicalDevice::createDeviceUnique:ErrorFeatureNotPresent

i am on OpenSUSE Tumbleweed Linux, Ive gotten the game to run at 0.5 fps in a virtual machine of windows so i know my computer can at least run it. whenever i launch the game through steam using proton i get the vk::PhysicalDevice error message and it closes, when i ran it from the dedicated down loader on WINE the same thing happened. I found some solutions saying to edit the config except mine is empty and no matter what i put inside it doesn't change, im using the fie located at

/.local/share/Steam/steamapps/compatdata/{id}/pfx/drive_c/users/steamuser/Documents/My Games/Path of Exile/

and i think its the correct one because when i delete it, the game remakes it on launching, and then immediately crashes with the same error, i know i have vulkan installed and that my laptop supports it.
