Unable to use Passive Refund Points on one Character. Works on all the others.

My level 60 Assassin is unable to use any of his 26 Refund points.
After clicking Refund Passives, it shows 26 Refund Points left. But clicking any end point Passive does not deselect it. (Nothing happens) It works just fine on every other character. Is this an old character? What points are you trying to refund? Maybe a video?
