Unable to use Passive Refund Points on just 1 Character--the rest work fine

I have 22 Passive Refund points on my Level 60 Shadow and I cannot use the Refund Points.

I know how to use Refund Points. So please skip the basic Q's.
It is working on all of my other characters--just not on the one

I saw a few threads referring to this issue, but none showed a resolution.

How do I overcome this problem? Or, how does GGG fix this issue?
