Cannot join guild hideout

I also have this bug. I was able to access my guild hideout in the Necro Settlers SC league but after act 2 I no longer can. I do not have the quest to go complete it either.

Found a work around. I talked to Helena and swapped guild hideouts and was able to access it and then swap back.
