Can't add email address to my xbox account

I try to add an email address to my xbox account but i keep getting this error.
"Rate limiting active. You must wait 3600 seconds." it was 120 seconds for awhile but then the time changed to 3600 seconds. Last bumped on Nov 19, 2024, 2:41:14 AM

Could you please try clearing your browser's cache, and cookies, then attempt this again? If this doesn't help, you may need to wait for a little while before sending additional login requests. Please allow for any remaining rate limitations to fully expire before your next attempt. Please note that in some cases the duration given in the message is shorter than the actual limitation so I would recommend giving it extra time for the rate limit to fully expire.
