Do retaliation skills drop in ruthless?

Been playing SSF ruthless this league (sc and HC) and aside from struggling in general so far haven't found any retaliation skills gems. Just bad luck or are they disabled?

I doubt it, they don't have a movement component and they are core to the game currently. Can also see people using them in Ruthless settlers, so I assume they are dropping.
Not sure how many gems you are dropping but they are a fairly small proportion of the gem pool. Check the patch notes, I'm pretty sure they will of been added and not on the removed list which is mainly movement skills. |

Yeah cool, finding the the correct gems in ruthless can be a battle early on.
