Dyadian Dawn's conditional leech modifier bugged on one-shots?

Dyadian Dawn's conditional "Leech against chilled enemies" modifier is the only one tested so far that applies leech when a hit kills an enemy in a single hit, applying chill.

Other conditional mods such as Berek's Grip's leech against shocked/frozen enemies do not apply.

Is this a technical quirk with chill being applied before leech before other ailments, or is this a bug?
