They probably have to go through and manually unban all that got reported and temp banned for spamming global. Instance swapping made people automatically spam last message. Getting timeout usually also leads to temp trade ban and those people would not be able to participate fairly in a trade league. Along with that, fixing the bug/bugs and instance crashes might be taking them longer than expected.
