Is heist enchant "Can have additional Crafted Modifier" drop only or I'm just cursed?

I'm super fan of discharge and is crafting a weapon for it with this syn base

which requires "Can have additional Crafted Modifier" to reach 100% not consume charge.

And get nothing after 900+ tempering orb.

poedb does not show its weight, if all 181 outcomes weight same then 900 attampts grants

1-(1-1/181)^900=99.316816748% confidence

I just should not be that unlucky, no one should.

Anyone who successfully roll this enchant please tell me, many thanks.

Or any confirmation that it's drop only so I can live with the ugly craft "can have up to 3 crafted modifiers.

Cant answer your question but if you cant stand the ugliness of this then you can remove it with:

[Hinekora](*) + Annul [[+Hinekora](*) + Exalt]

(*) repeat until success
