Betrayal member hangs around after entounter is over

After finishing an Intervention encounter in a Marshes map, one of the betrayal members I captured (looks like Riker) is still hanging around, moving every so often.

There were only two members in the encounter, and the first one I talked to had the option to reduce the rank of the other. Riker was one star at the time and this put him down to 0 star, but the betrayal board still showed him as one star when I talked to him after to end the encounter. After that, the dudes still chilling on the map and moved so often but is not attacking me.
