Kingsmarch Port Resource Requirements not progressing

While trying to complete the Challenges, I have been experiencing a problem with the Port Quotas from Kingsmarch not completing when receiving the needed Resources.
I have some Quotas fully uncompleted, and some that only miss one Resource.

So far, I have tried:
- resending only the missing Resources
- resending the entire Quota in a single shipment
- sending the missing Resources with a different Ship
- sending the missing resources with a different Crew

This issue has continuously appeared across multiple days, and affects all Ports.
I will try reinstalling the Game later today as a last effort.

I dont know how this slipped past me for the better part of a Week.
