No regen after loss of amour shine

I have been running a lot of beach maps with searing exarch and harbies.

I have noticed that when I click a shrine that gives the player 6000 less evasion and 6000 less amour, I lose the ability to regen any energy shield past 8% total.

It doesn't change the amount I have, but once I take damage, I cant regen. only once I get below 8% approx, then I can regen to 8% max while none of the numbers change.

I only have 93 amour but have over 24K in evasion. this is only happening on this map, with this exact shrine.

is this due the the lack of amour or a bug?
