Did Campaign but Ralakesh is not unlocked in Pantheon

So I did the act1-10 some time ago and just recently was checking my pantheon and Ralakesh shows a blank circle saying "Requirements not met". Went to Ashen Fields and cleared the northern encampment again but nothing happened. Not sure what else to do.

Ralakesh is on the lower right of the pantheon. It is clearly unlocked.

Once you've finished act 10, you can use the /passives chat command to see which quests you haven't gotten skill points from. This would be helpful here, because all of the god kills in the campaign (other than the final bosses of acts 6-8) award skill points.



The god still locked in your screenshot is Yugul.
