Kirac mission not awarded if all Atlas mechanic blocking nodes selected

After selecting all Atlas nodes "Your maps have x% chance to award an additional Kirac mission on completion", where I have 20% chance, no Kirac missions are ever awarded after killing a map boss. This happens when all Atlas mechanic blocking nodes are selected (I was only running Betrayal).

I ran over 10 Atoll T16 maps in a row and saw this behavior.

As soon as I "unblocked" Harvest, the very next mission awarded a Kirac mission after killing the boss.

10 maps without hitting a 20% chance is no where close to being enough testing. You can still flip a coin, with a 50% chance, and get heads 50 times in a row. Unlikely, but still not a bug.

Removing Harvest unblock had nothing to do with it.. just a coincidence.

It was MORE THAN 10 straight maps.

The chance of not getting 1 Kirac mission in 10 maps = 1 - 0.9999998976.

I just ran a map with 22% chance to get a kirac mission with all 10 blocking nodes allocated and got one on my first try.

You just got unlucky.
