These modifiers from the altar affect your stats before modifiers from %increased and %more, so you often lose more armour or evasion rating than that.

Not being able to recover Energy Shield due to this altar modifier is only due to two keystone passives: Divine Shield and Ghost Dance.

Because you have Ghost Dance allocated, you cannot recover your ES to above your Evasion Rating. If your Evasion Rating after the altar mod is 0, then you cannot recover ES at all.
