Freeze mechanic question

With nodes like "Holy Dominion" on the skill tree offering a 10% chance to freeze, does this mean that the required damage threshold is lowered by that 10% of Holy Dominion?

"Freeze duration is based on the monster's ailment threshold, which is usually equal to the monster's maximum life. Base freeze duration is 0.06 seconds for every 1% of the target's ailment threshold (before party scaling) dealt by the freezing damage's hit, up to a maximum of 50% (3 seconds). Freezes with a duration smaller than 0.3 seconds are discarded, effectively requiring a hit of 5% of ailment threshold. As an example, a mob with approximately 2 000 000 life requires a single hit of at least 100 000 cold damage to cause the minimal freeze duration of 0.3 seconds. "

No.

Calculating freeze duration is only done for hits that freeze. By default, crits freeze, and nothing else. To freeze with a non-crit hit, or with crits if your crits don't inherently apply ailments (such as while equipped with Painseeker), you need "% chance to freeze" such as the stat provided by Holy Dominion.
I'm not asking about freeze duration, but rather the damage threshold to freeze.
It's a separate mechanic as far as I know. Your hit has a certain chance to be able to freeze. Crits, will inherently freeze. Non-crits with have a chance to freeze, based on this mod, up to 100%.

Then there is the next mechanic on top of that, that relates to freeze duration and if duration the freeze is long enough to be applied or discarded. So that you cant perma freeze everything by adding a small amount of cold dammage. This relates to mods like ailment effect/duration.

I think Jadian has described it correctly. It is all tied together with what you are asking. I would have a read through the freeze wiki, it probably explains it more clearly and accurately than I have. Freeze threshold is based on duration. It says the threshold is .3 seconds. Increasing ailment duration will allow some hits that wouldn't normally reach that duration to apply a freeze instead of being discarded.
