charged shrine doesnt increase the reduced elemental damage taken bonus from endurance charges

the shrine that generates charges on kill and also increases the effect charges give doesnt scale the reduced elemental damage taken modofier from endurance charges.
likely an oversight from the endurance charge change this patch, still worth a fix.
