Two Stone Ring + Tasalio, Vleansing Water not giving fire to cold resistance, but does fire to light

Item Class: Rings
Rarity: Rare
Gloom Circle
Two-Stone Ring
--------
Requirements:
Level: 64
--------
Item Level: 83
--------
Your Chilling Towers freeze enemies for 0.2 seconds while they are affected by chilling beams (enchant)
--------
+13% to Fire and Cold Resistances (implicit)
--------
+112 to Dexterity
Adds 15 to 30 Physical Damage to Attacks
-10 to maximum Energy Shield
+107 to maximum Life
Regenerate 68.8 Life per second
+82% to Chaos Resistance
--------
Mirrored

Stats without ring:
38% fire res
3% cold res
3% light res

Stats with ring:
51% fire res
16% cold res
9% light res

But like 13% fire res translates to 6% additional light res, it should also add 6% cold res, which it doesn't. No other auras/flasks/items were used.

Actually I just tested it with other rings and it straight up doesn't work with ANY two-stone ring as it should.

How did nobody notice that yet?
+13% to Fire and Cold Resistance is one mod and cannot be applied twice. Omniscience works the same way.

The implicit of a Two-Stone Ring is a single modifier granting both fire and cold resistance.

Since the modifier is already applying 100% of its effect to cold resistance, Tasalio making 50% of the effect apply to cold resistance is redundant/ignored.
I don't think this makes any sense according to the wording on the ascendancy.

Even if you want to go the "technically correct" route of the wording interpretation, it would actually be a net negative for hybrid mods, since only 50% of the value on any all res/hybrid res base stat should then be applied to cold and lightning resistances. But this doesn't consider that the ascendancy says "also apply", meaning it's additive to the base stats.
