Does the INSTANT LEECH mastery and BONE BARRIER work together now?

I know, early on, bone barrier's leech was more like 0.1% (instead of 1%)... that was fixed.

But does the instant leech mastery (leech 10% instant) work with bone barrier minion leech?

Correct me if I'm wrong, but the "10% of leech is instant" is a mod that is only effective if YOU are doing the leeching. Much like things like "gain phasing on kill" only happens when YOU kill the enemy.

It was bugged, but should be fixed now. Or to be more precise, the normal Leech was bugged then, but it was working fine for me with my build this league. Instant Leech should now work as intended.

It is still YOU who is leeching and not the Minion, so it's still affected by Recovery mods. The Minion just acts as your source of Leech, or at least that is how I understand it. That Leech is still limited by your Leech stats, i.e. max Leech Rate, max Life, etc.

Yes, it should work with "10% of Leech is Instant" mastery.

But with this mastery alone, you can't get more then 1% of maximum life leeched instantly per minion hit, as there is a 10% cap per leech instance: https://www.poewiki.net/wiki/Leech

Seems my theory was correct. I respecced to test this and made sure there is nothing else messing with the result. Instant Leech should work with this when the glove mod works. I didn't have access to instant Leech for this test, sorry.
