lag goes crazy

I have been having random bad lag, it comes and goes. In the video it may look like its related to all the spells but it isnt. It will happen in my hideout with nothing going on. I've messed with settings and that doesnt seem to help.
I pinged google and got 6-7 ms delay while the game is spiking to over 3000 ms for a good 5-10 seconds. (this was in the hideout)

I forgot to mention, I also tried reinstalling the game
