ruthless - act 9 syndicate encounter

hey, i already checked the forums but only really found one post in which this problem was discussed, but not solved.
i have been playing ruthless hc for the past weeks and can't manage to find a single synsdicate encounter to finish the quest in act 9 and with that unlock it for my hideout/maps. suggestions were running around in act 9, apperently the desert zones as well as just run maps. i have had multiple characters running maps up to T7 so far and went through act9 story wise, as well as simply random zones within act 9 to trigger syndicate which never happened. any clue ? thanks Last bumped on Sep 11, 2024, 4:54:22 PM
