item bug? Sap of the Seasons : "n% cooldown Recovery Rate" is not working

Sap of the Seasons Prismatic Tincture "(20-40)% cooldown Recovery Rate" is not working. I'm running fine with POB,to make my new CWDT build ,it is worked,but not working in game. The cooldwon recovery rate is for Sap of the Seasons, it doesn't apply globally.
