Port Quota Stuck, doesnt get filled!

No matter how much i fulfill the port quota to riben fell, it doesn't reflect. I have sent multiple ships and have lost thousands of resources sending incessantly to riben fell only for it not update.

Send corn instead of wheat, as required by port quota.
