portal in map is non functional

In a map, can't use the portal. I can move it anywhere but I can't go through it. Map is finished. After relog and going back into map, exit portal still not working. If relevant, I had earlier talked to Jun to open a safehouse and she reported that there wasn't enough room to place the portals.
