Frostblink of Wintry Blast - teleports back to initial position on double cast

Hello,

Just faced with this issue - Frostblink of Wintry Blast teleports back to initial position on double cast and it kinda non intuitive when you trying to evade damage from mobs and got teleported back to their attack range while pressing FoWB twice (or more) in rush.

Pre-requisites:
- gem Frostblink of Wintry Blast (not reproducible with regular Frostblink since it has cooldown)
- gear with Increased Cast Speed
- skills that Increase Cast Speed as well (for example, Arcane Surge)

Reproduce steps:
1. Enter some map to activate your support skills (it will not work in Hideout)
2. Navigate mouse cursor to some direction
3. Quickly press FoWB keybind twice in very short period
