Divination cards not dropping anymore

I ran 170 maps to find the seer twice. First putting cards from def cathedral to Jungle, then scouring it and replacing Jungle with cards from Moon temple.

I've run loads of full juiced and scarab jungle maps and not a single card drops outside of strong boxes.

I can't see anything from GGG that has spoken about this.
